What It Does: Helps oil and water blend and can dissolve oily ingredients into clear water-based products.

How It Works: Peo block (32 eo) strongly dominates; minimal ppo (3 po) anchors the hydrophobe; overall very hydrophilic block copolymer with hlb ~15-16.
